The new project, entitled “Documenting a special legal regime as a contribution to more effective protected area management - KK.06.5.2.06.0001” is valued at HRK 36,766,828.94, of which HRK 31.173,724.75 is a grant. The execution period is four years.
The Public Institute of Krka National Park has joined other protected areas in the project organised by the State Geodetic Administration to develop a new cadastral record aimed at establishing new, aligned cadastral and land registry records that correspond to the situation on the ground. The kick-off meeting of all included stakeholders was held at the premises of the Public Institute of Krka National Park.
“The homogenisation that pertains to nearly half the park territory is an exceptionally important step, which will encompass the most important sections in the lower, middle and upper course of the Krka River. The borders of Krka National Park will be interpreted in the cadastral plan, in line with the park borders act in 19 cadastral districts. This will facilitate communications with property owners, and enable us to more quickly implement projects,” stress Nella Slavica, director of the Public Institute of Krka National Park. She added, “The precise determination of the park borders is one of the key documents that is unfolding in parallel with the adoption of strategic documents: the new Management Plan and new Spatial Plan”.
The State Geodetic Administration is a beneficiary of the grant within the framework of the Operational programme Competitiveness and Cohesion 2014 – 2020, specifically goal 6iii2: Establishment of a framework for sustainable management of biodiversity, primarily the Natura 2000 ecological network.
“The specific project aims are to document the special legal regime in the cadastral records in all protected areas in the category of strict reserves, national parks and nature parks that are also Natura 2000 ecological network areas. This will lay the foundations for entering and implementing the right of pre-emption in official registers in all protected areas in the category of national parks which are also Natura 2000 ecological network areas, and increasing the accessibility of information on the borders of protected areas and legal regime in order to raise public awareness of areas of particular significance for the Republic of Croatia,” stated Mladen Pandža, project leader and head of the Cadastral Measurements and Cadastral Records Service of the State Geodetic Administration.
The State Geodetic Administration signed the contract with the Ministry of Environmental Protection and Energy and the Environmental Protection and Energy Efficacy Fund in January 2020.
“This project will enable the entry of the legally stipulated status and rights on land plots and properties in these protected areas that are also Natura 2000 ecological network areas in the official register, cadastre and land register and will improve the accessibility of information on the borders of protected areas and legal regimes, with the aim of raising public awareness of areas of special significance for the Republic of Croatia,” concluded Jeronim Moharić, geodesy supervisor entrusted with overseeing the development of the geodetic foundation and homogenisation of the cadastral plans in this project.
