Official launch of works at Krka National Park as part of the EU project “Documenting a special legal regime as a contribution to more effective protected area management” - KK.06.5.2.06.0001
The area to undergo cadastral measurements at Krka National Park includes lands lying in 12 cadastral districts in seven local self-government territories: Šibenik, Skradin, Drniš, Promina, Kistanje, Ervenik and Knin, and completion is expected in December 2022
The Public Institute of Krka National Park is participating with other protected areas in a project led by the State Geodetic Administration, entitled, “Documenting a special legal regime as a contribution to more effective protected area management”. The cadastral update is aimed at establishing aligned cadastral and land registry records, that also correspond to the situation on the ground. The project is valued at HRK 36,766,828.94, of which HRK 31,173,724.75 was approved as an EU grant. The project implementation period is four years.
“The Act on Proclamation of Krka National Park was the foundation for determining the park boundaries and transposing those boundaries into the cadastral plan. The activities to be implemented as part of this project are exceptionally important, as they will allow property owners to register their legally envisaged status and rights to land plots and properties in protected areas, including in areas of the Natura 2000 ecological network, in the official registers – the cadastre and land register,” was the statement given by the Directorate for Nature Conservation of the Ministry of the Economy and Sustainable Development. The Ministry also stated that it expects active and successful cooperation with the local population, as this is a prerequisite for completion of the Spatial Plan for Krka National Park, which is currently underway, and for the precise interpretation of the park boundaries, which will be obtained through this project.
The State Geodetic Administration signed a contract with the Ministry of Environmental Protection and Energy and the Environmental Protection and Energy Efficiency Fund in January 2020 as the beneficiary of a grant within the Operational Programme “Competitiveness and Cohesion 2014 – 2020”, specific goal 6iii2 “Establishment of a framework for the sustainable management of biodiversity, primarily the Natura 2000 ecological network”.
“The State Geodetic Administration has recognised the importance of implementation of this strategic project at the national level. The important goals for the geodetic and cadastral system are the alignment of the cadastral plans for 155 cadastral districts, executing cadastral measurements in national park areas, building up the joint information system for the land register and cadastre. This will enable transparency and access to data on the borders of protected areas for all other institutions and bodies of state administration, the economy and the citizens,” said Antonio Šustić, deputy director of the State Geodetic Administration.
The specific project goals are to document the special legal regime in the cadastral records in all protected areas in the category of strict reserve, national and nature parks, which are also part of the Natura 2000 ecological network, to create the preconditions for documenting and implementing the right of first offer in the official registers in all protected areas in the category of national parks that are also areas of the Natura 2000 ecological network, and to increase the accessibility of information about the borders of protected areas and the legal regime, with the aim of raising public awareness of these areas that are highly significant for the Republic of Croatia.
“The plan to begin the cadastral measurements begins this summer with the organisation of a public round table with the local community and property owners, to ensure they are well informed of the aims and purpose of the project. In autumn, we will begin connecting parties and drawing borders, preparing the report and presenting it to the public, and the part of the project pertaining to Krka National Park will be completed in December 2022. The areas to be processed in these activities cover 11,033 hectares on a total of 19,000 cadastral land plots,” stated Nikola Vučić, head of the Sector for Cadastral Measurements and Infrastructure of the State Geodetic Administration.
The geodetic foundation will be developed for the aligned cadastral plans for each cadastral district. The alignment procedure for all 19 cadastral districts present in Krka National Park is currently underway, and is expected to be completed in October 2021. Partners in the project activities are: Geodetski zavod d.d. Split, Geodetski zavod Rijeka d.o.o., Zavod za fotogrametriju d.d. Zagreb and Geoprojekt d.o.o. Zagreb.
“The alignment of the cadastral plan pertains to nearly 70% of the park territory. This is an exceptionally important step that will increase the availability of information about the boundaries of protected areas and the legal regime in place, to raise public awareness of these areas that are so important to the Republic of Croatia. In addition to facilitating communications with property owners, it will also allow us to more quickly actualise different projects. Precise determination of the park boundaries is one of the key documents being drafted in parallel with the adoption of the strategic documents – the new management plan and spatial plan,” concluded Nella Slavica, director of the Public Institute of Krka National Park.
